Site Alteration and Entrance Permit

Any alteration to the grade of land, including filing, dumping, extracting or moving soil, must be performed in compliance with Bylaw 2022-0038 (REG-1), and Bylaw 2024-0036 as amended, and the Site Alteration and Entrance Permit (SAEP) requirements. This bylaw was enacted to prevent drainage issues within the Town and to protect groundwater and the environment from contamination. 

Am I eligible for an exemption of the requirement of a SAEP?

Exemptions may be provided for minor site alteration works upon review, if written confirmation is emailed to engineering2@georgina.ca from the Owner/Applicant confirming all of the following:

  1. No work will occur within 60 cm of the property line and
  2. Less than 20 m³ of soil will be imported and
  3. Drainage to neighbouring properties will not be affected and
  4. Entrances are not being modified and
  5. Detailed site plan is provided that includes set-back from property lines (where applicable) and
  6. Work is not in LSRCA-regulated areas.

Note that exemptions are not guaranteed, even if all these criteria are met. Careful review of all work is required and exemptions are strictly at the Towns discretion.

When is an application for an SAEP required?

An application for a Site Alteration and Entrance Permit is required for the following projects:

  1. Construction of a new dwelling or accessory structure, or additions to existing dwellings or accessory structures
  2. Construction of a new foundation and repairs or replacement of an existing foundation
  3. Installation of an in-ground pool
  4. Grading changes that affect drainage patterns
  5. Installation or replacement of a septic system
  6. The installation or modification of one or more entrance(s)
  7. Exemption: no permit is required for landscaping works which do not change the drainage to neighbouring properties, is not within 60 centimetres of any property line and does not exceed the fill placement of 20 cubic meters per year.

Note that all drawings (and accompanying checklist) must be prepared by the Professional Engineer, Civil Engineering Technologist or Ontario Land Surveyor as part of the Lot Grading Plan submittal package. 

Fee and deposit options

Also obtain LSRCA approval if works fall within the regulated area, to expedite the review process. Deposits shall be returned upon successful completion of works in accordance with the approved design drawings.

$12,000 Fee + $25,000 Deposit + $0.75/m³

Applicable for:

  • Fill importation more than 2,000 m3.
  • Note: A formal agreement is required for fill importation more than 2,000 m3.

$840 Fee + $6,443 Agreement Preparation + $ $11,198 Deposit

Applicable for:

  • Fill importation more than 2,000 m3.
  • Note: A formal agreement is required for fill importation more than 2,000 m3.

$560 Fee + $2,800 Deposit

Applicable for:

  • Construction of a new dwelling or accessory structure, or additions to existing dwellings or accessory structures, or
  • Drainage modifications, site grading, fill importation more than 20 m³, foundation modifications, or
  • New/modified driveway entrance, works near the road right-of-way, or
  • In-ground pool installations, or
  • New building entrance(s), or
  • Septic system replacement or installation.

Installation of new entrances or modification to existing entrances must be in compliance with the Town's Entrance Bylaw 2023-0019 (PWO-2)

Driveway entrances

New entrances must be designed in accordance with the Town's Development Design Criteria: GR-9 for Rural Entrance and GR-8 for Urban Entrance
